Job Description

Macildowie's Public Sector team are working in partnership with a leading Local Authority in the East Midlands to appoint a Finance Analyst/Business Partner. As a Finance Analyst/Business Partner, you will play a critical role in supporting the financial management and decision-making processes for various departments within the council. Your expertise will be vital in ensuring the effective and efficient allocation of financial resources to support the delivery of essential public services.

Key Responsibilities:

  • Financial Planning and Analysis:
  • Collaborate with department heads to develop and monitor annual budgets.
  • Provide financial analysis and insight to support budgetary decision-making.
  • Monitor financial performance against budget, identifying variances and proposing corrective actions.
  • Act as a strategic partner to department heads, offering financial guidance and recommendations to improve operational efficiency.
  • Analyse financial data to identify cost-saving opportunities and revenue enhancement strategies.
  • Provide financial expertise to help departments achieve their goals and objectives.

Forecasting and Reporting:

  • Assist in the development of short-term and long-term financial forecasts to support planning and decision-making including the MTFS (Medium Term Financial Strategy)
  • Evaluate the financial impact of various scenarios and proposals.
  • Prepare and distribute accurate and timely financial reports to department heads and senior management.
  • Ensure compliance with financial reporting standards and regulations.

Business Partnering:

  • Foster strong relationships with departmental leaders and act as a liaison between finance and operational teams.
  • Communicate financial information in a clear and understandable manner to non-financial stakeholders.

Continuous Improvement:

  • Identify opportunities to streamline financial processes and improve financial reporting.
  • Stay updated on best practices in finance and apply them to enhance the department's operations.

Qualifications:

  • A bachelor's degree in Finance, Accounting, or a related field.
  • A professional qualification (e.g., ACCA, CIMA, or equivalent) is required
  • Proven experience in finance and accounting, with a strong background in financial planning and analysis.
  • Excellent analytical and problem-solving skills.
  • Knowledge of public sector financial regulations and policies, as well as experience working within local government or the public sector, is advantageous although candidates seeing to make their first move into the public sector and have worked for large complex organisations, will also be considered.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse teams.
  • Proficiency in financial software and tools (e.g., Excel, ERP systems).
