Job Description

Macildowie are delighted to be supporting Oadby and Wigston Borough Council to appoint a new Finance Manager (Deputy Section 151 Officer).

Oadby and Wigston is an authority based in the south of Leicestershire, providing services and support to the local area and a population of around 57,000.

The Finance Manager (Deputy Section 151 Officer) is responsible for overseeing the financial operations of Oadby and Wigston Borough Council, providing strategic leadership to the Finance Section, and supporting the Chief Finance Officer. This role involves managing change, advising the Senior Leadership Team (SLT) on financial matters, deputising for the CFO when necessary, and aligning all actions with the Council's Vision and Values to deliver exceptional service.

Key Responsibilities:

Management and Leadership:

  • Lead and manage the Finance Section, fostering a culture of professionalism, enthusiasm, and commitment among team members.
  • Drive change initiatives, ensuring the team remains competent and adaptable to meet evolving financial demands.

Strategic Financial Advice:

  • Offer key financial advice and expertise to the Senior Leadership Team (SLT) to facilitate effective decision-making and goal achievement.
  • Act as a primary advisor on financial matters for the Council, its elected members, and officers, providing insightful recommendations.

Deputising for Chief Finance Officer:

  • Assume the role of the Chief Finance Officer when required, fulfilling responsibilities and representing the finance function effectively.

Alignment with Vision and Values:

  • Embrace and advocate the Council's Vision and Values, fostering a collaborative culture that aims for excellence in service delivery, surpassing customer expectations.
  • Ensure all financial activities align with these values, promoting a customer-centric approach to financial management.

Qualifications and Experience:

You will be a qualified accountant with proven experience in a senior financial management role within a local authority. You will possess an in-depth knowledge of financial regulations, statutory requirements, and best practices in local government finance. You may be seeking your first role as a Deputy Section 151 officer or looking for a new challenge with a great authority.

You will be an influential leader with outstanding communication, and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
