Are you an experienced governance professional looking to play a pivotal role in upholding the highest standards of compliance, risk management and corporate accountability in local government?

We are seeking a Corporate Compliance and Governance Manager to lead and manage a broad portfolio of essential services including Internal Audit, Information Governance, Risk Management and Insurance.

This is a key leadership role, reporting directly to the Chief Legal and Democratic Services Manager, where you'll shape and uphold governance frameworks that underpin the integrity and transparency of the Council's operations.

About the Role

As the Corporate Compliance and Governance Manager, you will:

  • Champion corporate governance across the Council in line with CIPFA's Delivering Good Governance in Local Government Framework.
  • Lead a high-performing Internal Audit Service, ensuring all statutory responsibilities are met under the Accounts and Audit Regulations and Global Internal Audit Standards.
  • Oversee the Council's corporate Risk Management and Insurance functions, embedding risk awareness and resilience across the organisation.
  • Lead the Information Governance Service, ensuring full compliance with data protection and all relevant statutory and regulatory frameworks.
  • Promote a proactive, transparent and intelligence-led approach to compliance and information governance.

Key Responsibilities

  • Manage and monitor the Internal Audit Service, ensuring delivery against performance targets and professional standards.
  • Produce and present reports to key committees including Audit & Governance, Policy & Resources, and full Council.
  • Lead investigations into suspected fraud or irregularities, and act as a key contact for whistleblowing and money laundering matters.
  • Oversee the Council's insurance cover and risk management frameworks, ensuring they are current, effective and embedded across departments.
  • Develop and implement service plans aligned to corporate priorities, supporting organisational effectiveness and continuous improvement.
  • Foster constructive partnerships with external agencies and regulatory bodies.

About You

We are looking for someone with:

  • Significant experience in internal audit, corporate governance, risk management or compliance within a complex organisation, ideally in the public sector.
  • A strong understanding of local government governance frameworks and regulatory obligations.
  • Excellent leadership and communication skills with the confidence to engage with senior stakeholders, elected members, and external partners.
  • A strategic mindset combined with operational oversight and the ability to drive high standards across services.
  • A relevant professional qualification such as CMIIA, CIPFA, IRM or similar is highly desirable.
