Are you an experienced procurement professional looking to take the lead in shaping procurement and contract management within a values-driven housing organisation? We're seeking a Procurement Manager to join a forward-thinking team committed to delivering best practice and value for money across all goods, works and services.
Reporting to the Head of Service, this is a hands-on role focused on embedding procurement standards, supporting internal stakeholders, and driving continuous improvement across procurement and contract management functions.
Key Responsibilities:
- Lead and manage procurement activity for Works, Goods and Services contracts, ensuring compliance with public sector standards.
- Provide procurement process guidance, commercial insight, and analytical support to senior stakeholders.
- Develop and implement sourcing strategies that deliver high-quality outcomes and long-term value.
- Support the introduction and embedding of a Contract Management Standard across the organisation.
- Oversee the mobilisation and ongoing performance monitoring of contracts, setting clear expectations from the outset.
- Drive innovation and continuous improvement across procurement and contract management processes.
- Build strong relationships across the organisation and with external partners to champion procurement best practice.
- Ensure full compliance with all relevant procurement legislation, including the Public Contracts Regulations 2015 (PCR2015) and the new Procurement Act (PCR23).
- Design and deliver engaging training sessions to upskill contract managers and internal stakeholders.
- Oversee administrative tasks such as contract award notices, execution, and the maintenance of a central contract register.
- Identify procurement risks, recommend mitigation strategies, and secure appropriate sign-off.
About You:
You will be a skilled procurement professional with a strong working knowledge of PCR2015 and demonstrable completion of PCR23 training. You'll be confident managing end-to-end procurement processes and capable of translating complex regulations into practical guidance for colleagues across the business.
Experience in the housing sector is highly desirable, though candidates from the wider public sector with transferable expertise will also be warmly considered.
You'll be a relationship builder, a strong communicator, and someone who takes pride in embedding high standards and delivering meaningful, strategic outcomes. As well as developing the strategic direction of the function, you will also be expected to engage in the day-to-day aspects of procurement and contract management.
