    Macildowie are delighted to be supporting Oadby and Wigston Borough Council to appoint a new Chief Finance Officer (Section 151 Officer).

    Oadby and Wigston is an authority based in the south of Leicestershire, providing services and support to the local area and a population of around 57,000.

    As a key member of the senior leadership team, you will support the Chief Executive in overseeing the financial, strategic and corporate management of the authority. This role ensures effective financial stewardship, oversees service area management, leads on corporate transformation, and acts as the principal advisor on financial and resource matters in accordance with Section 151 of the Local Government Act 1972.

    Your key responsibilities will include, but are not limited to:

    Strategic Leadership and Management:

    • Collaborate with the Chief Executive as a member of the Senior Leadership Team to ensure alignment of financial strategies with the Council's objectives.
    • Provide strategic guidance and contribute to the effective and efficient management of the organization.
    • Deputize for the Chief Executive Officer and Corporate Director when required, demonstrating leadership and decision-making capabilities.

    Corporate Transformation and Efficiency:

    • Lead initiatives focused on corporate transformation, implementing changes aimed at enhancing organisational efficiency.
    • Drive innovation and change management strategies to improve service delivery and achieve Council objectives.

    Service Area Management and Policy Development:

    • Oversee and manage designated service areas, guiding the development of strategies and policies aligned with organisational goals.
    • Maintain awareness of evolving trends, best practices, and legislative changes within the specified service areas.

    Financial Oversight and Advisory Role:

    • Act as the principal advisor on financial and resource matters, ensuring compliance with Section 151 of the Local Government Act 1972.
    • Provide expert guidance and advice to senior management and council members on financial implications, risks, and opportunities.
    • To build strong and positive relationships with Elected Members providing the support, assistance and professional advice necessary to them in the performance of their functions, in the provision of services to the community.
    • To work closely with Elected Members to ensure that the Council's objectives are promoted and implemented through developing appropriate strategies, policies and plans and translating these into effective action.
    • To represent the Council in external relationships, locally, regionally, and nationally, promoting the economic, environmental, social issues and other priorities of the Borough.

    You will be a qualified accountant with proven experience in a senior financial management role within a local authority. You will possess an in-depth knowledge of financial regulations, statutory requirements, and best practices in local government finance. You may currently be operating as a Section 151 officer or alternatively be seeking the first move into a role at this level within a Borough Council.

    You will be an influential leader with outstanding communication, and interpersonal skills, with the ability to influence and engage stakeholders at all levels. You will also have experience in leading change, driving transformation, and delivering strategic objectives.

    • Being the first line telephone contact for incoming membership, training and booking enquiries
    • Respond to incoming calls and emails, taking ownership of the enquiry and advising customers on the membership structure, training courses, training products, workbooks and events - recording all enquiries and opportunities on the CRM system
    • Receiving and processing applications for memberships, training provider licensing, course results, certification processing and queries - updating customer records
    • Understand membership and training products to be able to talk to potential and existing customers about them, upselling as part of this process when necessary
    • Process subscription payments and resolve queries/objections where necessary by contacting members using the appropriate media to ensure payments and/or funds are properly processed.
    • Processing event bookings, creating accurate records on the CRM system, collecting resources in a timely manner prior to the event and dealing with any associated queries regarding these
    • Raise invoices, process payments and credit notes as required, dealing with queries as they arise
    • Provide first line technical support to customers who are experiencing issues with systems such as the website
    • Cleanse data where necessary and contact customers by telephone, email and mail to retrieve information as required for the completion and maintenance of their records

    The ideal Candidate will:

    Hold an understanding of what good customer service looks like with experience liaising with customers regarding orders and enquiries via telephone and email. The ideal customer service centre advisor will have excellent accuracy and meticulous attention to detail as well as the ability to work independently and effectively in a virtual environment. This role requires a candidate who can learn quickly and utilise different IT systems so being IT literate with experience of using Microsoft Office packages is vital. Dealing with customers via telephone/email can sometimes be challenging therefore, the ideal customer service centre advisor will demonstrate personal resilience whilst addressing telephone complaints and working under pressure.

    Ensuring that their team provides a first-class customer service experience to members, training providers and delegates.

    Defining and developing processes and procedures relating to training providers and membership within ISO standards, as required.

    Contributing to projects as required and identifying improvements to Customer Service Centre processes.


    EXPERIENCE SOUGHT IN THE SUCCESSFUL CANDIDATE:

    Experience of managing a team and/or project

    Experience of supervising and motivating others evaluating work performance and providing feedback and guidance

    Experience of communicating complex concepts via telephone, face-to face and in writing

    Macildowie's Public Sector team are delighted to be working partnership with Oadby & Wigston Borough Council to appoint a Finance Manager to oversee the operational management of the finance team.

    Reporting into a supportive and highly-experienced Head of Finance, the Finance Manager will be responsible for leading and developing a capable and motivated finance team to drive performance and improve efficiencies and processes across the authority.

    This challenging and varied role will play a key part in the council's plans for the coming year and will help shape the direction of the authority as a member of the executive leadership team responsible for driving projects and performance.

    The role's responsibilities and requirements will include;

    • Leading and growing a successful team
    • Leading on, and compiling the statutory year-end financial statement - playing a significant part in this process would also be acceptable
    • Having knowledge of capital and the sources of funding for a HRA and General Fund capital programme
    • Having technical knowledge about balance sheet, reserves, provisions, bad debts, write offs, grants and CIPFA accounting rules and has been involved with dealing with External auditors.
    • Experience of or knowledge of the budget-setting process ideally within the local government environment
    • Knowledge or the ability to write committee reports relating to financial matters and be capable of presenting them to members

    The successful applicant will be a technically strong finance professional ideally with knowledge and experience of working within a local authority. Alternatively, an understanding or experience of working with a local authority will also be considered. You will be a strong people leader with the ability to motivate and develop a team.
